The draft plan
Warrnambool's biggest planned growth front.
East of Aberline is the city's principal long-term residential expansion area. The Victorian Planning Authority exhibited a draft precinct structure plan in September 2025 setting out how the land between Aberline and Horne Roads could become a walkable, park-rich extension of east Warrnambool — coastal regional-city living at regional prices.
The plan is not yet gazetted. Submissions from public exhibition are under review, with a VPA Projects Standing Advisory Committee hearing set down for March–April 2026 ahead of finalisation and ministerial consideration.
